Story behind the photo: I had 45 minutes to get across town on Sunday afternoon, through capitol security, then up to the reception room in a casual shirt and shorts and my camera. We think I was the only print photographer to get Gov. Josh Shapiro signing the 2026-27 Pennsylvania state budget.
